Purpose of Award:     Recognition of an individual or group contribution to fire, rescue, and emergency medical services training and education 

Award Sponsor:     Chesapeake Society of Fire and Rescue Instructors, and the Maryland Chapter of the International Society of Fire and Rescue Instructors
Award Administered By:   Chesapeake Society of Fire and Rescue Instructors
Background:     The Francis L. Brannigan Instructor of the Year Award was first established by Professor Francis L. Brannigan in 1977.  Professor Brannigan was the first and longtime Professor with the Montgomery College Fire Science Program and a member of the Society of Fire Protection Engineers.  This award is presented annually by the Chesapeake Society of Fire and Rescue Instructors in recognition of an individual or group contribution to fire, rescue, and emergency medical services training and education in Maryland.
Award Rules:

1. In order to be considered for the award, the following should be addressed in the nomination:

A. The contribution during the previous calendar year with any specific information related to fire, rescue, and EMS training and education. 

B. The contribution made to fire, rescue, or EMS training and education during the years prior to the previous calendar year. 

2. Nominees do not have to be members of the Maryland fire and rescue service or the Chesapeake Society of Fire and Rescue Instructors to be considered. 

3. Nominations should be sponsored by a charter member and submitted in a narrative format with as much specific information as possible to: Wayne C. Colburn, MFRI, University of Maryland, 4500 Paint Branch Parkway, College Park, MD 20742. 

4. All nominations must be received no later than March 31st of each year. 

The award is presented at the Annual Convention and Conference of the Maryland State Firemen’s Association.
