All bids shall be submitted in hard copy form. No faxed or emailed bids will be accepted; bids must be mailed or hand-delivered. Bids shall be sealed and marked ‘Utility 4 Bid’.

Closing of Bids:

All proposals must be received by 4:00 p.m. Eastern Time (ET), Monday, July 6, 2020.

Opening of Bids:

Proposals will be opened and reviewed between 4:00 – 5:00 p.m. (ET) on Monday, July 6, 2020. The highest conforming bid will be presented and voted upon by the Citizens Truck Company Board of Directors at their meeting on 7 July 2020.

Terms and Conditions:

A. The minimum, reserve bid price is set at $3,000.00 USD.
B. Accepted methods of payment are Cash, Cashier’s Check, or Certified Bank Check ONLY
• Bidder must certify within their submission their ability to finalize the purchase with one of the above mentioned “Accepted methods of payment”.
C. The CTC reserves the right to accept or reject all non-conforming bids.
D. Bids received after the specified date and time will not be considered, nor will late bids be opened.
E. The CTC reserves the right to disqualify any bid, for failure to certify ability to adhere to accepted method of payment terms, upon evidence of collusion, intent to defraud, or any other illegal practice on the part of the bidder.
F. The CTC reserves the right to re-issue any requests for sealed bid.
G. The aforementioned property is being sold on an “AS-IS” basis and any known or unknown defects shall be the sole liability of the Buyer.
H. No warranty from the Seller (CTC) is either expressed or implied.
I. Buyer is responsible for vehicle inspection which will not take place prior to sale.
J. Buyer is responsible for removing vehicle from the CTC property in compliance with any State, County, and/or Local Transportation Laws.

Equipment Preview and Inspection:

Equipment is available for preview at Citizens Truck Co. #4 (15 S. Court St., Frederick, MD). Anyone wishing to preview the vehicle must contact the Department Chief John Elden at jelden@frederickcountymd.gov) and adhere to any/all COVID-19 safety policies/procedures as implemented by State, County, and Local Governments/Authorities. Test driving is NOT permitted as the vehicle is no longer tagged. Sealed Bid related inquiries may be directed to Treasurer Matt Elden at melden@frederickcountymd.gov.
