By MSFA Committee Chair Richard Snader
October 2, 2018

As many are already aware, on Friday, September 28th, President Dale L. Hill of the Washington County Volunteer Fire and Rescue Association (WCVFRA) suffered a sudden medical emergency and subsequently passed from this life. The passing of WCVFRA President Hill presents a tragic and significant loss to the emergency service community here in Washington County. President Hill’s leadership, strength, and dedication will be greatly missed throughout the county and state alike.
As the Washington County emergency services community struggles to grasp the untimely passing of such a great leader, we have begun the work of assisting with the planning and details of President Hill’s funeral. For ceremonial purposes, it is believed that President Hill’s passing meets the “Active Duty” criteria of the United States Fire Administration (USFA). Planning is currently underway to present fire department honors as such.

In effort to get information relative to the planning and subsequent decisions regarding service arrangements for President Hill distributed, the following may be forwarded throughout your organizations.

It is requested that departments who plan to attend the funeral/procession to the grave site and/or the Reception/Memorial at the Clearspring Vol. Fire Company Special Events Center, please RSVP to Please include in your RSVP the number of personnel and apparatus that will be attending one, or both events (Funeral and/or Reception). We will need your department to provide this information to plan for traffic flow and food for the reception (see attached notice).

Reception/Memorial Gathering - immediately following the graveside interment at the Clearspring Volunteer Fire Company Special Events Center Address: 12323 Big Spring Road. Clearspring, MD 21722 (food and refreshments provided) Funeral Procession Units and Apparatus: Out of necessity for space and safety concerns, each Washington County emergency service department participating in the funeral procession is requested to limit larger apparatus to one (1) Class A apparatus. All emergency service departments outside of Washington County that will be participating in the funeral procession are requested to do so with a utility type vehicle or similar, again due to space and safety concerns. Units and apparatus participating in the funeral procession to the grave site should report to the area of the funeral home “NO LATER THAN” 9:15 a.m. The funeral service will begin promptly at 10 a.m. Fire and EMS Department Attendance and Dress Attire (Funeral) Dress uniforms may be at your departments direction. We would like to have as many uniformed (whatever a uniform means for you and your department) personnel as possible, but uniforms are not required. It is far more important to honor President Hill by your attendance than by what you are wearing, so please come as you are if need be.
